Plymouth Celebrates Grand Opening of Water Street Townhomes
Two-Decade Vision Becomes Reality: New Mixed-Use Development Brings Housing, Commercial Space, and Revitalization to Downtown Plymouth
PLYMOUTH, Ind. — The City of Plymouth and Culver Sand Hill Farm LLC will host a ribbon-cutting ceremony at 11:00 a.m. on Friday, May 15th, to officially open the Water Street Townhomes — a landmark mixed-use development that has transformed a former city parking lot into a vibrant residential and commercial hub at the edge of Plymouth’s downtown business district.
Two Decades in the Making
The project began as a vision championed by local, award winning architect, Brent Martin, who spent nearly 20 years working with the City of Plymouth to bring this development to life. The opportunity to move from concept to construction came through a READI (Regional Economic Acceleration and Development Initiative) grant, secured in partnership with the City and supported by the South Bend Elkhart Regional Partnership.
“This project is the result of an extraordinary public-private partnership spanning two different city administrations,” said Martin. “It’s a testament to what persistence, collaboration, and community commitment can achieve.”
From Parking Lot to Community Asset
The site previously consisted of a city parking lot and two older homes. The developer purchased the homes as part of the project, and the parking lot was redesigned and returned to the city with a net gain of 18 additional parking spaces. Where a non-taxable city lot once stood, a productive new development now contributes to Plymouth’s tax base.
The completed development features 12 townhomes, 2 one-bedroom apartments, and new commercial space — all situated catty-corner to Riverpark Square, the beloved community gathering place that hosts the Mayor’s Summer of Music and the weekly Farmer’s Market.
Modern Living with Lasting Appeal
The two-story townhomes offer two- and three-bedroom floor plans, each with a full basement. Interiors feature LVT flooring, quartz countertops, and large windows that flood the spaces with natural light. Rooftop solar panels reflect the development’s commitment to sustainability and long-term energy savings for residents.
Each unit offers grade-level access at the rear and a traditional walk-up entrance at the front, complete with covered doors, private patios, and modern stainless steel cable railing.
A Corner That Commands Attention
Anchoring the development at the northwest corner of Water and Garro Streets is a commercial building designed with a classic brick facade and expansive storefront windows. Two apartments above the commercial space offer residents park views and a front-row seat to the life of the neighborhood below.
Jodie Overmyer, FPAC-NRCS, designed the site’s green spaces using low-maintenance, native plants — creating landscape islands that add beauty and ecological value where only asphalt once existed.
